Covert Patrols in the Regions of Kazakhstan

In the Karaganda Region, Mobile «Oracle» Complexes Record Traffic Violations, Raising Questions Among Locals About Their Legality, Reports ekaraganda.kz.

Videos showing mobile «Oracle» complexes being installed on non-police vehicles, capturing the speed of passing cars, are increasingly appearing on the internet. Drivers are questioning whether this practice is legal.

According to the Deputy Head of the Administrative Police Department, Lieutenant Colonel Yelzhas Zhartybayev, two mobile «Oracle» complexes are operating in the Karaganda region. One is installed on an unmarked service vehicle and conducts covert patrols in Karaganda.

The second complex is mounted on a vehicle equipped with flashing beacons and a service number, patrolling republican and regional highways. These speed cameras are installed inside the vehicles, on the windshield, making them nearly invisible from the outside.

This raises concerns about the legality of their installation. It was noted that an internal order from the Ministry of Internal Affairs of Kazakhstan serves as the legal basis, emphasizing road traffic safety. Additionally, the region has eleven specialized vehicles with flashing lights, each equipped with speed detection devices.

Interestingly, in October of this year, speed cameras were introduced on some buses. This practice will continue in 2025. As for installing such equipment in ambulances, it is currently being tested in Astana but is not yet used to issue fines.

The law is under review. In the Karaganda region, mobile complexes have recorded 40,000 violations, with over 90% of the fines already paid. Notably, the number of such complexes will increase in 2025.

«All this is done not for the sake of fines but to change driving ethics. Everyone must start with themselves,» said Yelzhas Zhartybayev.

Earlier, it was reported that in the Zhetisu region, due to an increase in traffic accidents and a difficult road safety situation, three unmarked police vehicles were introduced. In Aktobe, a pilot project was launched to enhance traffic safety on public transport and ambulances, incorporating automatic traffic violation recording.

Additionally, as of December 2, new hardware-software complexes for speed control began operating in Karaganda, installed in the ZHBI area and other parts of the city.
