«Қорғау» system

The «Қорғау» system has proven highly effective in identifying repeat traffic offenders. Recently, with its help, the police in Karaganda apprehended a 26-year-old driver who had accumulated 198 fines totaling 6.6 million tenge for traffic violations while driving his «Toyota.»

It turned out that the offender was also driving without a license. He was immediately issued another administrative protocol, and his car was towed to a detention center. Such measures compel drivers to settle their fines more quickly.

The «Қорғау» system indeed makes the work of traffic police officers in the Karaganda region easier. It allows them to detect vehicles in real-time that have not passed technical inspections, are wanted, are on alert lists, or belong to chronic debtors.

First, the system recognizes the license plates of vehicles caught in the surveillance cameras’ field of view, then checks them against databases. If a violation is detected, the program sends a signal to the patrol’s tablet. The officer stops the suspicious driver, checks their documents, offers to pay fines via mobile banking apps, or sends the car to the impound lot. This saves police time and reduces complaints from law-abiding drivers.

It should be noted that the system was developed and is maintained by the Scientific and Production Association «Perspektiva.» It has been in use in the Karaganda region since 2023. It has helped increase the budget by hundreds of millions of tenge. Just last month, «Қорғау» helped collect nearly 7 million tenge in fines.
