Video surveillance in Karaganda

In Karaganda, there is a need to modernize 268 surveillance cameras.

Since 2015, there has been no funding from the regional budget for the expansion and modernization of the surveillance system in Karaganda. However, the surveillance system in public spaces and streets plays a significant role in preventing crimes. This was stated by the acting head of the Karaganda City Police Department, Colonel of Police E.E. Akylbekov, at an extraordinary session of the Karaganda City Maslikhat.

To prevent and address street crimes, there is ongoing work involving close cooperation between the City Operations Center (COU) services and the patrol police unit of the Police Department.

When a report is received by the «102» operator, a patrol unit from the patrol police and the Department of Security and Operational Support is immediately dispatched to the scene. These units take immediate action to investigate criminal offenses, and daily analysis helps to optimize the deployment of patrol units. Currently, the COU of the Police Department is monitoring signals from 4,886 surveillance cameras.

At present, a key issue in the City Operations Center is the modernization of 268 surveillance cameras and the related equipment, as these systems are 100% depreciated.

Another problem is the need for additional surveillance cameras in the courtyards of multi-story buildings and in areas with large crowds, which would allow for a more rapid response to reports of incidents and crimes without relying on third-party organizations (currently, the COU of Karaganda is receiving signals from cameras of the company «Perspektiva»). The Police Department of the city has been working closely with «Perspektiva» in a public-private partnership under a memorandum of cooperation. However, the current cameras of «Perspektiva» do not meet the required standards necessary to fully ensure public safety and maintain public order.
